yesterday. rebuilding efforts from the residential all the way up to the state level. super storm sandy is blamed for billions of dollars in damage and more than 130 deaths. >> happening today, president obama is set to unveil his plan for our nation's immigration reform. the announcement will come just one day after a bipartisan deal. >> what does that mean for millions of undocumented workers? melanie alnwick is live with the details. >> reporter: good morning, allison. all depends on what concessions need to be made to get this deal passed. it could mean for the first time, illegal immigrants have a way to earn american citizenships. president obama will rally public support for immigration reform today. then layout his vision. the white house favors a quick pass to citizenship for more than 11

million illegal immigrants. law makers are looking for ways they can get a bill to pass. yesterday 8 senators offered a solution. allows more temporary workers to stay. increases boarder security and cracks down on employers who hires illegals. obtain certain advanced degrees from american universities. similar to the president's plan, people here illegally would have to pass background checks, fines and taxes then apply for citizenship behind those already in line for a green card. >> we're not just here to work. we were brought up here. many of us believe ourselves are americans. so that's what we're hoping to become full pledged americans. >> create a system to bring them forward. allow them to settle debt to society and requirements to become law

abiding citizens of this country. this is consistent with our country's tradition of being a nation of laws and a nation of immigrants. >> so here's the big difference, the senate plan says those pathways to citizenship are contingent on getting boarder security under control. the president does not want it tied to boarder security. it will let congress go ahead and try to pass bipartisan plan and use the white house as a back up as efforts here fail. >> melanie alnwick, thank you. >> speaking of capitol hill, later today there, massachusetts senator john kerry is expected to get approval to be the next secretary of state. and after he's confirmed he's due to resign from the senate. he'll appoint a temporary replacement tomorrow and a special election will be held on june 25th.

>> confirmation hearings for chuck hagel are set for thursday. a look at claims against him appear to be over blown. there have been a barage of over exaggerated statements saying he wants defense cuts and on the board of a pentagon contractor. rallying around hagel in the meantime. have a majority votes to confirm him if there are no surprises. dc mayor vince gray will announce the results of 2012 fiscal year later this morning which will bring more than $400 million surplus for the city. mayor has hinted he would put the large surplus into the city's fund. help fund social services in the area. >> another one of our top stories this morning, the boy scouts are considering a major policy change on its ban on

homosexual leaders and members. >> the ban on gay members has been in place for a long time. but the organization has felt more heat to open up the membership in the wake of growing support for gay marriage and the ending on the ban of gays serving in the military. >> if they ever found out you were homosexual you would lose your vigil in the order of the era. >> the scouts of america in a stunning reversal from age old policy from admitting gays and lesbians saying future scout's honor won't be in question if their board agrees to loosen restrictions. ina statement released monday saying in part quote this would mean there would no longer be national policy regarding sexual orientation. now prevents what scout rules called open or vowed homosexuals from participating.

comes after nationwide protest over no gay's policy. the supreme court upheld their ban. one former eagle scout reacting to the reversal. >> appears to be a step in the right direction to deny one young boy or young man the opportunity to be in community with the others is just so sad. >> the new policy would leave it up to local scout troops and sponsors. the conservative family research counsel accusing them to bow to the strong arm tactics. if the board capitulates to the bullying of activists, the legacy of producing great leaders will become another casualty of moral compromise. >> the proposed change would still allow scout troops that sponsor them to decide for themselves on whether to allow

gay members. could come as soon as next week after the organization's board holds annual meeting. allison. >> wisdom, thank you. there are new developments in the search for a missing new york woman missing in turkey. police say they have found her passport and medical information. they are also looking at security camera footage from the area where she stayed. the husband and brother arrived in istanbul late yesterday and meeting with the american consulate. reporters and police investigators to help in this search. >> it's hard having to leave my kid behind but this is their mom, this is my wife. this is my girl of so many years. >> the 33-year-old mother of two made the trip alone after a friend canceled at the last minute. she was scheduled to return from istanbul on january 21st and never made that flight and no one heard from her.

frj a pentagon search and rescue team is scouring for an f 16 fighter jet. it went missing from an air base there during a training miss yesterday afternoon. no word yet on if the yet crashed or if the pilot ejected. the f 16 was not carrying weapons. >> allison, unfortunately, investigators in brazil say there were no fire alarms, no fire extinguishers, no sprinklers and only one exit inside a night club that caught fire over the weekend. 231 people mostly college students were killed in the fire. /officials say the club's ceiling was covered with insulation which caught fire from the pyrotechnics. just how long the victims were alive inside after a facebook post, there's a picture of her on your screen was discovered.

take a moment to look at your tv screen. yup, that is sea foam. as it smothers a town. cyclone oswald. a pair of police officers were hit by a car covered with the foam. at least three people were killed from the storm. and thousands evacuated. some people were allowed to return home.

but we're going to see sunshine into the course of today. not all bad. and the clouds will increase tonight ahead of a frontal system. let's take a look at temperatures. big changes there. 47 degrees at regan airport. 45 at frederick. look at the south . 54 at fredericksburg. 54 at winchester. we have a big warmup coming your way. take a look at our national map. very evident the division here. a very strong cold front. on the backside getting a lot of cooler air moving in. you can see these temperatures in the 20s and the teens. ahead of the front, a surge of warmer air that's pushing in. we have a light southerly wind flow today. we'll also benefit tomorrow before that frontal system moves closer. we're going to get mild conditions and see our temperatures rise into the 60s.

we're going to be in the 50s today. a little bit of a tease. with this cold front moving in tomorrow, we're looking at strong storms and those storms could be fairly strong with heavy rainfall and strong winds tomorrow gusting through. do be aware of that. on the backside, we will deal with colder conditions as well. slight risk of severe weather tomorrow. definitely a day to keep your eyes to the skies. here's a look at future cast. this particular model showing at 1:00. you can see all the activity to the west as we advance it into the rush hour tomorrow. this is what you are going to deal with. thunder storms and gusty winds through to the 8:00 hour. 11:00 at night it's still sticking around. friday morning pushes out. the cooler air more evident as we get a few showers on the backside. 53 for today. sunshine. clouds increase ing. and the thunder storms for your

wednesday at 65 degrees. behind that front, temperatures take their significant drop. brings us right back to reality as we head back to the 30s and 40s. we do get drier conditions. on the backside of that front, slight chance of snow showers if you take a look on thursday in the evening hours. could see it happening. >> gwen, thank you. an incredible story out of baltimore. today we will hear from a war hero who is now using two arms thanks to doctors who performed a double arm transplant. this is 26-year-old brendan morocco. he posted post surgery pictures on twitter. he says he has 2 feet of scars on each arm. but he lost all four limbs in a roadside bomb in 2009. he was the first soldier to survive such a loss. he will join doctors to talk about the surgery for the first time. we will have much more on this

actor ashton kutcher plays steve jobs in the up coming biopick jobs. he had to lose a significant amount of weight. he went on an all fruit diet. that may seem healthy and like a good idea but it actually landed him in the hospital. the actor says he was in the hospital with severe stomach pains which he learned were caused by problems with his pancreas. he has since recovered. the movie is set to be released april 19th. >> singer chris brown maintains he didn't start sunday night's brawl. 6 men were reportedly involved in a brawl outside a recording studio sunday. brown's lawyer says there is video that shows his client
